BWOF Compliance Schedules

This schedule is a record of the inspections required by the New Zealand Building Code in a particular building. These are the checks that should be undertaken regularly and correctly by appropriately trained personnel. All of these features are LIFE SAFETY REQUIREMENTS for you and the other people in your building, and each of the systems listed must be inspected at the intervals defined.

N.B. Not all items listed here are applicable to your building. These schedules are meant as a guide only. If there is anything that you are unclear about, please consult a registered IQP, NZ Standards, your compliance schedule or the Building Act.

Current Building Code compliance schedules


CS 1 – Automatic fire sprinkler.

Inspection: by IQP ONLY as required.

Requirements:
  • Inspections as required by NZS 4515:1995 or NZS 4541:1996

CS 2 – Emergency warning system for fire or other dangers.

(Fire alarm)

Inspection: by IQP ONLY as required.

Requirements:
  • Inspections as required by NZS 4512:2003

CS 3 – Electromagnetic or automatic doors.

Electromagnetic or automatic doors or automatic fire doors or windows forming part of fire wall, which are designed to close shut and remain shut on alarm of fire including smoke control doors fitted with hold open devices.

Doors with hold-open devices that close upon detection of smoke.

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Operate the doors, either by the button on the hold open device or the adjacent “door release” switch (if fitted).
  • Check doors are free from any obstructions.
  • Check for obvious signs of damage.
  • Check doors close and seal correctly & ensure that there are no gaps around the frame and that the door sits flush.

Doors forming part of a fire wall which close on fire and remain shut, such as sliding fire doors.

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Check doors close freely, and have no obstructions in their path.
  • Check to see doors and frames are in good condition, and have no visible damage.

Doors which open automatically, or are controlled by the security system.

Inspection: by IQP ONLY as required.

Requirements:
  • Inspections as per manufacturer's recommendations.

CS 4 – Emergency lighting system.

Lights that come on automatically when the power goes off, including usually-lit exit signs.

Central Plant Systems

Systems comprising of a centralised battery supply (usually wet-cell batteries and a trickle charger) and a test facility.

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Check electrolyte levels of battery cells, and top as necessary.
  • Operate system and ensure all fittings operate, including exit signs.
  • Ensure all lights and diffusers are clean and clear from obstruction.

Self-contained systems

These systems have a power cell within each light fitting and often have a red LED light to show that they are receiving a charge when power is on.

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Required monthly, or 6-monthly if system is less than 10 years old.
  • Check operation of all fittings by using Test facility or circuit breaker marked “Emergency lighting” or similar.
  • Ensure all lights clean and clear from obstruction and remain lit for a minimum of 15 minutes.

RETURN SYSTEM TO STANDBY MODE IF NOT ON A TIMER


CS 5 – Escape route pressurisation system.

Inspection: by IQP ONLY as required.


CS 6 – Riser mains for fire.

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Check all outlets clear from obstruction and all signage clean and legible.

CS 7 – Automatic back flow preventer connected to potable water supply.

Inspection: by IQP ONLY every year.


CS 8 – Lifts, escalators, travelators.

Inspection: by IQP ONLY as required.


CS 9 – Mechanical ventilation or air conditioning systems.

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Periodic checks as per New Zealand Standard.

CS 10 – Building maintenance units.

Inspection: by IQP ONLY as required.


CS 11 – Laboratory fume cupboards.

Inspection: by IQP ONLY as required.


CS 12 – Audio loops or other assistive listening systems.

Inspection: by IQP ONLY as required.


CS 13 – Smoke control systems.

Inspection: by IQP ONLY as required.


CS 14 – Emergency power systems.

Emergency power systems for feature(s) specified in the above clause(s) and/or signs relating to, a system or feature specified in any clause(s) above.

Emergency power supplies

Inspection: by IQP ONLY as required.

Signs relating to a system or feature specified.

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Check all signs are still in place, they are clean, clear and legible.
  • Ensure fixings are stable and repair if necessary.

CS 15/1 – Systems for communicating spoken information intended to facilitate evacuation.

Inspection: by IQP ONLY every year.


CS 15/2 – Final exits and other exit doors.

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Check all exit doors are in good repair and that no padlocks or slide bolts have been fitted, and that they are not blocked barred or locked.

CS 15/3 – Fire separations protecting a means of escape.

Inspection: by owner every month.

Requirements:
  • Visual inspection of fire partitions including fire doors and their proper operation.
  • Make sure that any holes have been packed with appropriate fireproof materials.
  • Ensure fire/smoke stop doors are not wedged open.

CS 15/4 – Signs for communicating information intended to facilitate evacuation.

Inspection: by owner every month.

Requirements:
  • Check all signs are still in place, they are clean, clear and legible.
  • Ensure fixings are stable and repair if necessary.

CS 15/5 – Smoke separations.

Inspection: by owner every day, and by IQP every year.

Requirements:
  • Smoke separations shall be maintained at all times in a safe condition with particular attention to proper operation of smoke control doors.

CS M – Means of escape from fire or other dangers.

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Check all safe paths (exit routes which usually have smoke control doors) are clear from obstruction.
  • Remove any “wedges” or “chocks” holding smoke and fire doors open.
  • Open all exit doors and check for obstacles/hazards (pushbikes, rubbish, cars parked behind door etc) ensure that no padlocks or slide bolts have been fitted to exit doors.

CS N – Safety barriers.

Handrails, balustrades and anything that would stop you from falling more than one metre.

Inspection: by owner every 3 months, and by IQP every year.

Requirements:
  • Check all barriers are secure and stable.
  • Ensure there are no fractures, splinters, or cracks.
  • No sharp or dangerous edges etc.

CS O – Access and facilities for people with disabilities.

Car parking, toilet facilities, ramps etc.

Inspection: by owner every 6 months, and by IQP every year.

Requirements:
  • Check access is kept clear on all car parks, ramps and toilet facilities.
  • Check that signage is in place and legible for car parks, ramps and toilets.
  • Check hand rails are secure and that a person using the ramp can freely manoeuvre into and within the building.

CS L Q – Signs.

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Check all signs are still in place, they are clean, clear and legible.
  • Ensure fixings are stable and repair if necessary.

CS P – Fire hose reels and extinguishers.

Fire hose reels

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Check access is kept clear from obstruction and that hose can be accessed.
  • Signage to locate Fire Equipment is in place and legible.
  • Instructions to use Fire Equipment is in place and legible.
  • Ensure Fire Equipment is not used for other purposes e.g. cleaning, watering etc.
  • Check that the nozzle is intact on the fire hose and that it moves freely.
  • Check for pressure by making sure that the nozzle is closed, then open the isolating valve or tap, make sure there is no water leaking from hose reel, open the nozzle into a suitable container and to determine water pressure.
  • Close nozzle, rewind hose in even layers and close isolating valve.
  • De-pressurise the hose by opening the nozzle while it is directed downwards into a suitable container (you may need to “rock” the hose reel to release more water) then close nozzle.
  • Check for obvious damage or corrosion to the hose reel and the cabinet door (if fitted in cabinet) which may adversely affect the operation of the hose reel.

MAKE SURE SYSTEM IS NOT LEAKING

Fire extinguishers

Inspection: by owner every month, and by IQP every year.

Requirements:
  • Accessible, securely mounted in assigned location & signage is visible.
  • Anti tamper device/tie is intact.
  • Operating instructions are clearly visible and service tag is in place.
  • No obvious damage or corrosion.
  • The discharge nozzle or hose is securely fastened and clear of obstructions.
  • The Pressure indicator (if fitted) is visible and in the operational range.
  • Confirm the annual inspection is current.
